State Performance Plan and Annual Performance Report (SPP/APR)
The Individuals with Disabilities Education Improvement Act (IDEA) as amended 2004, requires each state and territory to develop a six-year performance plan. This State Performance Plan (SPP) evaluates the State's efforts to implement the requirements and purposes of IDEA and illustrates how the State will continuously improve upon this implementation. The SPP is submitted to the Office of Special Education Programs (OSEP) at the United States Department of Education (USDE) with annual progress reports related to the SPP, known as the State's Annual Performance Report (APR), which is submitted to the Secretary of Education.
The SPP contains 17 performance and compliance Indicators related to the implementation of IDEA. These 17 Indicators are aligned to five monitoring priorities set forth by the United States Department of Education, Office of Special Education Programs (USDE/OSEP). The five monitoring priorities are: (1) Free Appropriate Public Education(FAPE) in the Least Restrictive Environment(LRE), (2) Disproportionality, (3) Child Find, (4) Effective Transition, and (5) General Supervision.
As the State Educational Agency (SEA) for the United States Virgin Islands, the Virgin Islands Department of Education, State Office of Special Education (VIDE/SOSE) is responsible for implementing a general supervision system for the Territory that monitors the implementation of the Individuals with Disabilities Act(IDEA), as amended 2004 Part B program requirements and its accompanying regulations, and focuses on improving educational and functional outcomes for children and youth with disabilities. The components of the general supervision system, communicate and coordinate with each other to form a comprehensive system with each component providing information to obtaining information from the other components.

The United States Virgin Islands Department of Education has established and maintains the Virgin Islands Advisory Panel on Special Education (VIAPSE) for the purpose of advising SOSE with respect to special education and related services fro children with disabilities.
The Advisory Panel is a representation of the Virgin Islands population that is composed of individuals involved, or concerned with the education of children with disabilities. The members, appointed by the Governor based on recommendations from the State Director of Special Education, serve for three (3) year term.

The State Office of Special Education (SOSE) is a division of the Virgin Islands Department of Education whose main function is to ensure that the Local Educational Agencies (LEAs or Districts) are providing a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE). We maintain a system of general supervision over the LEAs (St. Croix District and St. Thomas/St. John District) to ensure that the Individuals with Disabilities Education Improvement Act (IDEA) is implemented in a manner consistent with federal regulations and local rules. We also provide technical assistance and professional development for the LEAs so that students are provided with a high quality education that leads to the highest level of achievement possible for our students in the Virgin Islands.
The State Office of Special Education has two locations.

The St. Croix office is located at Orange Grove Shopping Center.
